Disney Cruise Line does not offer legal at-sea ceremonies. Disney's Fairy Tale Weddings runs the celebration — coordinator, ceremony space, officiant, florals, cake, and reception. The legal marriage license is the couple's responsibility, filed before or after the sailing in the appropriate jurisdiction.
